Overall
Set Finish:
The set finish was largely artwork with only a limited amount of 3d detail. A base colour was applied with a certain amount of texture - eg: subtle ragged finish. The details were then pencilled in from gridded arework and colours applied as washes. The black linework was applied with a (app) 1" textured roller.
The effect sought was that of a old comic book - a very limited colour palette, limited detail and furry black line work and crosshatching.
Set Elements:
Nearly every scene has flown elements - mostly joined flats (I count approx 92 8x4 sheets!!) and 1 painted cloth. The flying uses the Royal's basic rig almost exactly.
There are five trucked scenic elements:
- Office truck: Hannigan's Office & Orphange front door/front door & office door/tenement wall;
- Window truck: Tenement with stair/mansion window;
- Firepalce truck: Tenement, no stair/mansion fireplace;
- Mansion entry and stair;
- Mansion off-stage stair/Roxy stage.
Lighting:
Without looking at directorial requirements, I suggested that direct light should be kept off the set as much as possible. The flat, obviously painted, set worked more effectively if the audience were given a suggestion of the scene and their imaginations allowed to do the rest.

Act 1 Scene 1
The Orphanage
- dormitory, interior of front door, outside of Hannigan's office.
Through the windows we can see the tenenments and the skyline.
Tabs in at centre stage with orphanage wall.
Flown wall of flats 3600 high x 6000.
The Office truck has a base 3330 x 1440 and is 3600 high overall.
The beds are shown at 1500 x 600.
The artwork could be developed beyond that shown with a fan-light above the front door, possibly a transom light over the office and items or lists of rules on the walls.

Act 1 Scene 2
The Tenements
The tabs and orphanage wall fly out; the Office truck rotates nearly 180° and travels upstage where the now downstage wall opens to reveal a brick foundation and corrugated iron upper level. Could have additonal artwork of posters or graffiti.
Pre-set are the Window truck, presenting its Tenement-with-stair face, and the Fireplace truck presenting its Tenement face. Each truck has a base 2400 x 900. Flats are 3600 high. A corner piece of footpath is removed when the trucks are moved at the end of the scene.

Act 1 Scene 3
Hooverville
The Tenement trucks split and align upstage, the corner piece of footpath is struck. The bridge girder and brick pylon fly in, as do the 2 hovels.
I have used the two pictures below as reference and am assuming that the hovels are in what would have been wasteland beside/beneath a bridge at the extreme right of the picture.
The artwork shown is incomplete with detail needed at doors and windows, and the American flags. The hovels should have chimneys. Smoke would be effective.
The bridge girder shown is 9600 x 2400 and sits on a pylon 2400 x 3600. The hovels are about 2000 x 2400.

Also pre-set is the flown skyline cutout - 4200 at highest x 9000 wide.
The artwork is based on a 1926 overpainted photograph shown above left.

Act 1 Scene 5
Warbuck's mansion - Living room
Pre-set upstage with the exception of the window truck which cannot be set until the Office truck rotates and moves upstage. The DS mansion legs [line 5] fly in and the Window truck is set.
From OP the individual parts are:

Mansion entry, and Mansion off-stage trucks
Flats 2400 wide x 3600 high [line 28]

Scene 5a
When Warbucks goes to his office, the wall and doorway [line10] fly in. And out again when he leaves.
When Annie, Warbucks and Grace leave the mansion they mount the stairs to the door. As they open the door the Mansion entry truck, which has the door and stair attached, and the Mansion off-stage truck rotate so we see the actors stepping out the front door onto the street.
As the Mansion trucks rotate, the DS legs and US flats fly out, the Window truck and Fireplace truck travel upstage OP, and the US tabs fly out to reveal the skyline.
As the actors decend the stairs, the Mansion entry truck (with door and entry) separates and travels US OP.

Act 1 Scene 6
Streets of New York
The external stair can be seen US prompt and I envisage that the streetscape would fly in one line at a time.
I have used forced perspective which looks fine from the centre of the Circle or Stalls but becomes rather odd when seen from the sides.
Suggest we use paint rather than bulbs in the signage - it's more in keeping with the style and far less expensive.
The artwork shown has not been textured or outlined in black but should be for the finished setting.
Each piece of the setting is a full height flat (4 @ 2400 x 6000) and will provide full masking to allow the US OP leg to be pulled well out of the way and large trucks moved beside and behind the cyc.

Act 1 Scene 6a
The Stage at the Roxy
Somehow, probably via the magic of the theatre, when they reach the Roxy, the skyline is covered by the US tabs, all the other frontages fly out and the Mansion off-stage truck is set in front of the tabs.
Five 'vanes' [flown Line 43], each 600 x 2400. Each has 2 x 60w colour bulbs in festoon sockets.
Each colour curcuit can be lit individually; also note cutouts in stage rostra with yellow light from inside; and tight spots onto cyc from cyc LX batten.

Hannigan's Office/Radio Station
The flown motif for the radio show is only notional.

The Whitehouse
Furniture can be preset but the legs (4800 x 1200) and the cloth will
need to fly in as the Office truck travels upstage.
The US wall is painted on a cloth which will mask the pre-set for the
next scenes - the cyc flies out, the Office truck is stored upstage
and pieces for the next scene are pre-set US of the Whitehouse cloth.

Warbuck's mansion - Anteroom
As the Whitehouse cloth flies out, the Fireplace truck travels DS and meets the OP Anteroom leg, the Window truck moves DS, the Mansion entry and off-stage trucks move into position.
Additonal pictures and decoration can be fitted to the Fireplace truck during interval.
The US wall is 4800 x 3600.
The Christmas tree is shown as 3600 high with a 1200 radius. Instead of fully round I've shown it at 240° which should allow to be manipulated around the US cloth legs.
